∵ The Second Center of Shanghai, based on Shanghai Academy of Science & Technology, is under the Science & Technology Commission of Shanghai Municipality (STCSM). It works on the principles of market operation management, standardization management and professional management.

∵ Scope and Field of Acceptance
It is authorized by STCSM, facing the scientific research institutes, universities, colleges, businesses and enterprises in Shanghai, accepting and organizing the application of research projects in scientific fields like upgrading the technology in traditional industries, integration of electro-mechanics and advanced materials etc.

∵ Acceptance orgaingalion of Projects
In parallel with the Guide of Shanghai S&T Projects issued by STCSM, the center will accept the application in above-mentioned fields and organize, according to the procedure and measures specified by STCSM, specialists to evaluate the proof of technical feasibility, technical innovation, risk, market prospect, potentia1 economic profits and fund budget for the applications and will submit comprehensive proposals to the STCSM after investigations. The Center wil1 then notify the applicants with written results of examination within the specified workdays after the approval by STCSM.
